A native of Pennsylvania who engaged in the Indian trade, and in 1772 was deputy agent of Indian Affairs at Fort Pitt. As a British sympathizer, he came to Detroit in 1778 with Simon Girty and Matthew Elliot, and was appointed captain in the British Indian Department and later Superintendent.
